I was going to be a smart a-s-s and say that 4.0 is a good GPA.
But 3.99 is pretty good. You should think about transferring into the best public university in your home state.

Your GPA is great, for any school. I think you will actually find that many community college professors are tougher graders than those at top public and private schools. A lot of these top schools are known for grade inflation. I think you have a good shot at a merit based scholarship, a lot of schools put aside a good chunk of money specifically for people who went the JUCO or CC route.
