I am looking at graduate schools and am looking for a list of schools that may not charge high out of state fees. Many schools charge double or triple for out of state students. Do you know of any that do not?

All graduate schools are incredibly expensive. Most grad students don’t pay for it though because most grad students don’t work. Start applying for grants now. Apply for as many as you can. That will cover the cost of grad school. Talk to your academic advisor about grants and they will help you find some and help you figure out how to write your application.
